IPS (In-Plane Switching) is a type of LCD display panel known for more accurate, consistent colours and much wider viewing angles than the cheaper TN panel technology -- the picture does not wash out when you look at the screen from the side.
Not every refurbished laptop has an IPS panel; when a listing does not mention it, the panel is more likely a standard TN type, which is still perfectly usable for everyday work.
